Tournament Rules
GENERAL FORMAT
This is a United States Youth Soccer Association (USYSA) sanctioned tournament. All teams and players are required to be registered by the Oregon Youth Soccer Association (OYSA), their appropriate State Association or other USSF Federation Organization Member (FOM) and must demonstrate their compliance to the Tournament Director with an official team roster and individual picture playing passes before being permitted to play a game. Each team will play four games; two Saturday, two Sunday. Teams are divided by age and gender into divisions and will play a round robin within a pool. No games shall end in a tie. In the event of a tie at the completion of regulation time, teams will proceed to a designated shoot out location to determine the winner following procedures described in Section 15. Teams will be ranked in their respective pool following preliminary play by points earned as described in Section 13. In divisions with only one pool this ranking will determine final standings, but in most cases this ranking will serve to define final round match ups between teams from different pools. Point ties in pool standings will be broken by the Tournament Tie Breaker format described in Section 14. Individual medals will be given to all players on the first and second place teams in each division. A team plaque will be awarded to at least the first three places in each division.
1. TOURNAMENT HEADQUARTERS
Tournament Headquarters will be located at Thurston High School, 333 58th St., Springfield, Oregon 97478. The Tournament Director is Bob Trickett available onsite and via cell phone 541-228-2796.
2. SPORTSMANSHIP
Coaches, players and fans are expected to display good sportsmanship. KIDSPORTS has a zero tolerance toward violence. Any player, coach, or fan involved in overly aggressive behavior will be removed from the tournament. Fighting will not be tolerated. Any player involved in fighting will be ejected from the tournament as well as reported to OYSA and USYSA, and, if appropriate, reported to the Springfield Police Department. Any physical contact with or abuse of a game referee by a player, coach or spectator will result in tournament expulsion and will be reported to OYSA, USYSA and team's parent club.
3. REGISTRATION
All entered teams must register or check-in at Tournament Headquarters prior to participation. Registration must occur at least 30 minutes prior to team's first game. Team Registration can occur Friday, May 28, at the offices of KIDSPORT, 2190 Polk St., Eugene, OR 97405. At Registration teams must confirm Coach and team contact information during the tournament, present final tournament team roster, present picture playing cards from their FOM (OYSA, US Club Soccer, other State Association, AYSO) for each player on their roster, and if from outside of Oregon proof of permission to travel.
4. ELIGIBILITY and TEAM FORMATION
Current 2009-10 USYSA age group classifications will be utilized .
Boys and Girls teams U10, U11, U12, U13, U14, U15, U16 and U18 will participate.
No Player can play for more than one team in the tournament.
Guest players are permitted but must meet all of the age/gender/picture player pass eligibility requirements in order to participate.
Official Team Tournament Roster listing all eligible players including any guest players and their uniform shirt numbers must be available for presentation to game Referee or Tournament Official at every game.
Official picture playing passes for every eligible player on the team roster must be available for presentation to game Referee or Tournament Official at every game.
Maximum roster size is eighteen except for U16 & U18 where a maximum roster size is twenty two.
No players can be added to the roster once a team has begun its first game.
Violation: Any team or player found in violation of the above rules will cause the team to forfeit any and all games in which a violation occurred.
5. EQUIPMENT
Shin guards are mandatory in all games and must be covered with socks. A player shall not wear anything that is dangerous to him or her self or another player. Soft Casts are permitted but Game Referees will have final say on any potential danger and permission to play.
6. GAME MANAGEMENT
Home Team for each game will be listed first or on the left in official game schedules.
Home Team will be responsible to change uniform if Game Referee determines there is a color conflict.
Both teams are responsible to provide a game ball that meets Game Referee's approval.
Game Referee will present a final game report to include score and any cards issued to Referee Commissioner who upon making necessary notes will promptly pass on to Tournament HQ.
Game Referee may delay or suspend a match for weather or other circumstances. Consequences of a suspended game will be determined by the Tournament Director.
FIFA Laws of the Game will govern tournament game play with the following Modifications:
7. LENGTH OF GAMES
All games will consist of two 30 minute halves with a 5 minute half time.
8. SUBSTITUTION
Unlimited substitution may be made, with the consent of the referee, at any dead ball.
9. U-10 TEAMS and U-11 TEAMS WILL PLAY 8 A-SIDE
For all 8v8 games fields will be not less than 40 yards by 70 yards or more than 50 yards by 80 yards.
10. YELLOW AND RED CARDS
Any player or coach receiving a red card must leave the game and will be ineligible to participate in the following game. Any player or coach receiving a red card for fighting will be disqualified for the remainder of the tournament. The parent club and the state association for the player's or coach's team will be notified of any red cards or additional tournament disciplinary actions taken.
11. FORFEITS
Forfeiture of a game will be declared by the Tournament Director when it has been determined that an ineligible player was utilized. Forfeiture of a game will be declared by a Game Referee when a team is not prepared to start a game or is judged unsuited to continue a game. A forfeited game will not result in a team's Tournament expulsion unless determined by the Tournament Director. Any team forfeiting a game will receive no points in any game scoring. The forfeit winner of a non-contested game will receive points based on a 1-0 victory and the forfeit winner of a partially played game will receive at least the points from a 1-0 victory but could receive more points based on the score at the time of forfeiture.
12. REFEREES
All matches will have only USSF certified Referees managed onsite by a Referee Commissioner. All games will have three referees with the exception of U10 & U11 8v8 games which will have one referee.
TOURNAMENT SCORING
13. POINT SYSTEM USED IN POOL PLAY TO DETERMINE SEEDING
Following each game in pool play teams will receive the following points:
Win 6 points
Shootout Win 3 points
Shootout Loss 2 points
Goals allowed 1 point if no goals allowed in regulation time
Goals 1 point per goal scored in regulation up to maximum of 3
Loss 0 points
Maximum points possible for a game is 10 (3-0 victory in regulation play for example)
Teams will be ranked or seeded at the completion of pool play based on their total points. Only the points from games with other teams in a pool will be counted to determine pool rankings/seeding.
Point totals will determine final results for 5 team divisions where no championship game is played.
Some Divisions may have pools where every team cannot play each other due to our format of four games guaranteed for all teams. In these Divisions point totals used for pool seeding will be 3 points for a win, 1 point for a tie and 0 points for a loss. No points will be added for goals or shut outs.
The shootout results of any tie game will be utilized as a head-to-head result in tie-breaker determinations.
In Divisions requiring a Wild Card (WC) team to complete a playoff bracket, the 2nd place team from one pool with the most points will be the Wild Card. Tie-breaker criteria will be used if necessary.
14. TIE-BREAKER FORMULA
The following criteria will be applied in order when team point totals are tied at the end of pool play to determine either Pool Seeding, a Wild Card or Final Standings when no championship game occurred:
1. Head-to-Head results
2. Cumulative point differential (maximum of +/- 5 per game)
3. Least number of goals allowed
4. Most number of goals scored
5. Shootout
FINAL TOURNAMENT RESULTS
4 Team Divisions in single Pool
Following pool play, the top two seeds will play for the Championship. The next two seeds will play for 3rd place and 4th place.
5 Team Divisions in single Pool
Final Standings including Champion, 2nd Place and 3rd Place will be determined from point totals accumulated during complete pool play using the scoring methods described above.
6 Team Divisions in two Pools
The top seeds from each pool will play for the Championship.
The 2nd seeds from each pool will play for 3rd place. The 3rd seeds from each pool will play for 4th.
Each team will play one game with a team not in their pool. This game will not count towards determining pool standings and final round pairings.
7 Team Divisions in 2 Pools
The top two seeds from each pool will advance to a championship round consisting of semifinals, Championship game, and 3 rd place game.
The third seed from Pool A and the third and fourth seeds from Pool B will advance to consolation round robin play on Sunday.
Total Points from pool play for this Division will be calculated as follows; Win = 3 points, Tie = 1 point, Loss = 0 points.
8 Team Divisions in 2 Pools
The top seeds from each pool will play for the Championship.
The two 2nd seeds from each pool will play for 3rd place and 5th place.
The 3rd seeds from each pool will play for 4th place and the 4th seeds from each pool will play.
11 Team Divisions in 3 Pools
Three top ranked teams from each pool and a Wild Card (2 nd place team with the most points) will play in semifinal games. Placement of Wild Card will avoid playing teams from same bracket in semifinal games. Winners will play in Championship game and losers will be in 3 rd Place game.
Two remaining 2 nd place teams and the two 3 rd place teams from 4 team pools will play in consolation semifinals with placement avoiding teams from the same pool. Consolation semifinal winners will play in a 4 th Place game. The losers will also play each other
The 3 rd place team from the 3 team pool and the two 4th place teams from the 4 team pools will play a round robin.
Total Points from pool play for this Division will be calculated as follows; Win = 3 points, Tie = 1 point, Loss = 0 points.
15. SHOOTOUTS
Procedure
All shootouts will occur as soon as possible at the designated shootout area at the game site (either high school or middle school) except Gateway field games where the shootout will occur on the field immediately following the game.
Any officially rostered player eligible for the game can participate in the shootout. Coach will present a list of their shooters in numerical order from 1 to 10. After the referee conducts the coin toss to determine which team shoots first, the referee will have the ten shooters from both teams come to the center of the field. The official will call for the first 5 shooters and they will alternate shots. If the score is tied after the first five, the second round consisting of the final five shooters will occur with a change in the team that shoots first. The winner will be determined by sudden death, in this case the first team with an advantage after each has taken a shot. If the score remains tied through the second round, the coach shall select another ten kickers including any or all from the original ten and the shootout will proceed in the sudden death format until a winner is determined.
Pool Play tie breaker
The final criteria, if necessary, to break a tie in pool play is a shootout. If the potential for a shootout exists the coach or team manager must meet at the tournament headquarters with the tournament director and arrange a mutually agreed upon time and place for the shootout.
Championship round ties
All championship round games ending in a tie require a shootout to determine the game winner and will proceed to a designated shootout area.
TRAINERS
Trainers will be on site for evaluation and care of injuries. Pre game taping for ankles and other minor injuries is not a provided service. In case of an emergency 911 will be contacted by tournament officials.
TOURNAMENT APPEAL COMMITTEE
If a coach believes that a tournament rule has been violated, they may appeal to the Tournament Director at Thurston High School. The appeal will be reviewed and a determination made by a Tournament Committee. All decisions of the Committee will be final.
The Tournament Director or Committee will not review the calls or decisions of the Game Referees.
Written complaints about Game Referees will be accepted by the Tournament Director, but all Referee conduct will be under the jurisdiction of the onsite Referee Commissioner and not the Tournament Director or Tournament Committee.
REFUND POLICY
Full refunds will be made if notification is received by May 7, 2010. Consideration of any full or partial refunds after May 7, 2010 will be at the discretion of the Tournament Director and the KIDSPORTS Soccer Club Board of Directors.
